佐賀大学では、学業成績が優秀であり、かつ経済的理由により修学が困難な学生を対象として、入学料・授業料の免除制度を実施しております。
本制度に関しまして、2025年10月9日付けのLiveCampusメールにて私費外国人留学生の選考基準の変更について予告通知を行ったところです。その後も、学内の専門委員会にて本制度内容を慎重に検討しました。
また、文部科学省より、2026年4月28日策定の「外国人留学生の在籍管理が適正に行われない大学等に対する指導指針」の運用に関するガイドラインが示され、外国人留学生の「受入れ」において実施すべき最低限の留意事項として、入学前の経費支弁能力の確認が求められることとなりました。
これまで私費外国人留学生については、ご本人の生計のみを基に家計状況を判断してきましたが、本来、本学入学の際にご提出いただいた「佐賀大学経費支弁書」において、入学料および在学中の授業料を支弁できる旨の確約をいただいております。
このため、2026年度後期分以降の免除については、申請対象者を以下のとおりといたします。何卒ご理解のほどよろしくお願いいたします。

Saga University offers admission and tuition fee exemption programs to students who demonstrate excellent academic performance and who face financial difficulties in continuing their studies.
Regarding this program, we previously announced, via a LiveCampus email dated October 9, 2025, that the selection criteria for privately financed international students would be revised.
Following that announcement, we carefully reviewed the details of the program through the relevant academic committee within the university.
In addition, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has issued guidelines for the implementation of the “Guidelines for Supervising Universities and Other Institutions Where the Enrollment Management of International Students Is Not Properly Conducted,” established on April 28, 2026. Under these guidelines, universities are now required to confirm applicants’ financial capacity prior to admission as a minimum requirement in the acceptance of international students.
Previously, the financial status of privately funded international students was assessed based solely on the student’s personal financial situation. However, at the time of admission, students are required to submit a Saga University Financial Support Statement, in which they confirm their ability to cover admission and tuition fees during their enrollment.
Accordingly, from the second semester of Academic Year 2026 onward, eligible applicants will be limited as follows. We kindly ask for your understanding.
